Government consultancy

Turning challenges into sustainable solutions.

Mzansi Governance Partners (Pty) Ltd advises national departments, provincial treasuries, municipalities and public entities on governance, public financial management and the capacity to keep both running.

Working across

  • National
  • Provincial
  • Local government
  • State-owned entities

Built for the public sector, not adapted to it.

Consulting in government fails when the advice ignores the rules the institution actually operates under. We start from the regulations, the audit findings and the delegations already in place, then build from there.

Reportable from day one

Findings, evidence and progress are recorded as we go, in the format your audit committee and oversight structures already expect.

Grounded in the regulations

Work is built against the PFMA, the MFMA and Treasury regulations from the first meeting, so what we hand over survives contact with the Auditor-General.

Built to be handed over

Every framework comes with the procedures, templates and mentoring your team needs to run it once we are gone. We are not trying to become permanent.

What we do

Four lines of work. Most engagements draw on more than one, scoped to the mandate and the budget available for it.

  1. Governance and compliance

Governance frameworks that hold up in front of an audit committee: delegations of authority, charters, compliance registers and the committee support that keeps them current.

    • Governance framework design and review
    • Delegations of authority and committee charters
    • Compliance registers and reporting calendars
    • Board and council secretariat support
  2. Public financial management

Practical work against the PFMA and the MFMA. We look at how money actually moves through the institution, then close the gaps that keep showing up in the audit report.

    • PFMA and MFMA alignment reviews
    • Expenditure control and reporting
    • Audit action plans and follow-through
    • Supply chain management process review
  3. Institutional capacity

Building the internal team rather than replacing it. Structure, capability and skills transfer, so the institution can carry the work once the engagement closes.

    • Organisational design and structure review
    • Capability and skills assessments
    • Mentoring and skills transfer programmes
    • Policy and standard operating procedures
  4. Programme and project advisory

Oversight for programmes that have to be reported on. Planning, delivery tracking, monitoring and evaluation, and reporting packs that oversight structures can use.

    • Programme planning and business cases
    • Delivery oversight and assurance
    • Monitoring and evaluation frameworks
    • Reporting to oversight structures

Asked before every appointment

The four things officials want settled before a scope is drafted.

A multidisciplinary team drawn from governance, public finance and programme delivery, supported by a standard toolkit: governance maturity assessments, compliance registers, PFMA and MFMA control matrices, and delivery dashboards. The toolkit is sized to the mandate rather than applied wholesale, and everything we build is handed over in a format your team can maintain.

A focused diagnostic usually runs two to four weeks. Framework design and implementation support typically runs three to six months. Capacity building and mentoring programmes are longer by design, because skills transfer cannot be compressed. Firm dates are set out in the proposal and tracked against a delivery schedule from day one.

Engagements are quoted against a defined scope so the cost can be matched to an approved budget line before anything starts. We work within your supply chain management process, whether that is a quotation, a formal tender or an existing panel appointment, and we bill in phases against agreed milestones rather than in a single lump sum.

Yes. A deposit is payable on signature to cover mobilisation, with the balance invoiced against delivery milestones. The amount, the milestone schedule and the payment terms are all set out in the engagement letter before you sign, so there are no variable costs introduced later.
